It is a climatological standard to use a 30-year data period for the averages or normals.
The most recent 30-year standard period is 1971-2000.

Other time frames will result in very different averages,  for example:

1950-2003 Average is 40 tornadoes per year.
1953-2003 Average is 42 tornadoes per year.
1961-1990 Average is 38 tornadoes per year.
1971-2000 Average is 47 tornadoes per year.
1981-2003 Average is 51 tornadoes per year.
1991-2003 Average is 60 tornadoes per year.

Year 2003 saw 85 tornadoes in Nebraska
